wordpress customization

Dear sir, madam, I am building a website with wordpress and would like to have the following: A website where teachers should be able to create a 'member account' and start their new projects on the website. I ( the admin ) first have to accept the project before it really goes online. So I would like a panel where I can see all incoming projects being asked for and have the opportunity to click 'accept'. Students/others should also have the opportunity of creating an account ( an account without the opportunity to start a project ). So I would like student to be able to create and account and teachers as well. And to make sure the teachers are indeed a teacher I would like some security to make sure all who sign up as a teacher are indeed one. For example that they have to sign up as a teacher and need a code from me or something. Then I would like the teachers to have the opportunity to click something which says that they have a new assignment, so that students can see there is something new from that specific [login to view URL] the notification though, teachers do not have to be able upload files, but just say in their account what new assignment there is. Besides should the student have to opportunity to click on the following: 'get a notification when this teacher starts a new project.' So that only those students who clicked the button will get a notification that there is a new assignment from that specific teacher. I would like students to get this notification in their email account ( if they link their email account ) and in their account made on the website itself as well. Think about facebook where you can get notifications in your account. I hope this can be done with 1/ multiple wordpress plugins and maybe something like 'mailchimp,' for the email feature. I would like someone who is familiar with wordpress and its features to create this for me.
