Reasonably simple and clean website design needed

Thanks for taking the time to look at this listing! We would like someone to build a clean website with some sort of CMS system built in. The website will be selling contemporary art but the number of items sold will be limited (so we don't need or want a complex ecommerce system). We have a few small extras we would like including the ability to limit the number of products that can be added to a user's cart based upon the product's availability. For example, if we have four art prints available, and four users add one to their cart, we want the fifth user to be told that he cannot add the product to his cart until someone releases their's (or 30 minutes have expired and the product is automatically removed from the cart). Along those lines, we want a creative way to show the buyer how many of each product are left. As I've been implying, we expect quick sellouts when we release new prints, so we want to make sure we aren't getting excess orders. We also want to incorporate a blog/news, although we don't want the whole site to look like a blog. We want to display our twitter feed, preferably in a way that seamlessly fits into the site unlike many other feeds I see. We are not interested in using pre-created templates and are looking for someone with a history of quality designs, especially given the industry we are in. We are looking for someone to take that "extra step" in suggesting ideas and generally developing our site and business. If we're happy with the product, there WILL be additional work flowing the developer's way as time goes on. Someone with excellent design sense is far more important to us than someone with a broad array of skills that aren't relevant to this particular project.
