I will have control as people leave to delete their accounts, and to also be able to White label and change the branding for different clients. Once I award the project I will unprotect it.

Hi pwcelite, I am expert in excel and I think it is a quite easy project for me. I can make web app it nice looking, simple and dynamic with jQuery, and have some php to handle the users for you. When user will input data into calculator there will be ifs which will handle your excel spreadsheet.
