PDF to Excel convertor/OCR to be included in Excel VSTO add-in

I need a script/application/OCR that can import and convert both native and scanned PDF files to an Excel worksheet. Requirements: - I need full IP rights of the work performed (i.e. I will own all the work and the finalized product) as the final product will be used for commercial use, hence the product cannot consist of any third party code/software. - The code need to be written in a language that can be added to an Excel VSTO add-in. - As mentioned, both native and scanned PDF files to an Excel worksheet. I have attached two example PDFs, it's the same source data but one is scanned and one is native PDF. Both the attached files should be able to be converted to an excel worksheet. This is one example of an PDF. The script need to be able to handle any PDF and import it as an Excel worksheet. - The goal is to include the script as a feature in an Excel VSTO add-in and let end-users import and convert any PDF file they want as an Excel worksheet. - I've heard of one similar solution using a C# assembly of PDFShharp library to get data from the PDF and Tesseract OCR to retrieve text from the images. - One solution could be to export every new line to a new cell.
