2d Flash Tour- CHAMPS only apply

We represent top tourist destinations and need to create a 2d/3d tour of areas in these destinations. A picture is better than words so please view... A good example would be the first major scene <[login to view URL]> of the character on a NY street. We want to create a street like that. Here is a shot <[login to view URL]> <[login to view URL]> Our project is not that involved. Our project will use arrows to move the person, and have hot spots to click for video shots, buildings crumbling and other actions. It will not be 3d. it is prerendered.
