Video Annotation & Analysis Tool

My client operates a website used by sports instructors to share videos of their lessons with students. At the moment they can upload videos directly to the website, and they typically do this from a PC or iPad. They want to integrate extra functionality already found in standalone Windows applications and iPhone apps to enable the coach to edit these videos and provide annotations and voice over capabilities; a 'video lesson'. This is an overview of the requirements: Import video of student performance from the device. Basic editing to correctly rotate the video, zoom, trim. Ability to slow down, pause, step through video in real time. Annotation: freehand drawing, lines, circles, boxes plus ability to draw angles e.g. position of arms when impacting tennis ball. Voice over: coach can talk throughout his 'video lesson' to explain what he is demonstrating. Comparison: side-by-side view of student video vs. a professional doing the same movement, a library of such will be made available. Playback would be synchronised as the coach can step forwards and backwards through the action. The output of this video lesson would then be uploaded to the website's video area, so the output would be the final mp4 file. The client initially wants this to be available through the website (Flash or Java?) and possibly as an iOS app at the same time or shortly thereafter. Other ecosystems will probably follow in the coming months, utilisation of common code or development platforms could be an advantage. At this stage I'm looking for a ballpark figure and time scale in order to obtain a budget, to hopefully start within the next month or so.
