Hi, I tried to look all functionalities from provided link and my proposal is based on basic understanding. Real estimations will be after discussing in details if you will be interested. Now I will try to answer all your questions. Actually regarding development CD installation which is Windows application in other word is easy to develop then web base so usually less in cost also. But it require to install and configure everytime on every PC we need to use. And on other side web base just one time process to deploy and then thousands of users can use with just hitting web url. But costy regarding development and also design or theme integerated with nive looking UI. Using 5 or 200 employees needs to be consider only if there is case where those users modifying same data same time like customer data. So then we need to take care with locking so data consistency will be there. Assume both editing address for same customer and hit save data may mess up if not handled correctly in development. For now i can estimate this as $7000 to $10000. For now i can say it will take 3 months. Well any web base application is secured if we made it secured. We can go to any level regarding security its just depends on what level we required. Usually in highy security API comes in place and then we secure API using token based access or Auth 2 etc. Well API if includes it almost increase the development efforts by 30 to 40 percent. So budget obviously be increased like 25% of what agreed for without API. Regarding Server setup Actually I can say generally about this that the big companies who knows they will have huge data in place and they think for long time investment so they setup their own high server which is just one time cost whatever it is and then very easy to habdle etc. Because purchasing dedicated server will cost per month and ultimately it will be lot if we will think after years.
