Write a short specification for Camera app in Windows

I need help defining a specification for a project on this site that creates simple executable to run Windows (7-10) tablets that when called: opens the camera, control take picture/video/audio, save to a file path that is defined by a passed variable containing the path. it needs to be sure the directory exists, handle if existing file name exists etc. The call to execute the camera function will be from LabVIEW, which is also source for the file path. I believe this will use CameraCapture UI or MediaCapture Class, not sure what is best. Both need Visual Studio. Therefore, I also need suggestions as to the best way to approach this, and a simple specification to post for creating it.
