JS or Python smart meter and MDM simple simulation

I want the coder to a simple example for a smart meter system, which includes two elements: 1. Server (MDM) - Web application (Node.JS + Angular/Express or Apache with python bindings), showing a page with: a. the meter status (connected/disconnected) b. last read usage information ( KW/h of last read) c. aggregate usage information for the day or week. d. A button to disconnect the power of the meter e. A button reconnect the meter 2. Meter - non-gui code (node.js or python) running on Raspberry pi 2, communicating with the server every 5 seconds. The meter logic is as follows: a. Starts in a "connected" mode, using a random number between 1000-6000 KW/h. Light up a LED connected to pin #18. b. Every 5 seconds connect to the server, report the usage and see if a connect/disconnect request was issued. c. If a connect request was sent - use the logic specified in 2a. d. If a disconnect request was sent - drop the reported usage to 0 and turn off the LED at pin 18. Here's the tricky bit - the meter and server *must* communicate with a well known metering application protocol - COSEM/DLMS, C19 etc. If you want to use a protocol which is neither of these two - write to me in your proposal and we'll discuss this. Notes: The code must be Javascript or Python. The meter code needs to run on raspbian or debian on Raspberry Pi 2. Can't use any code which requires licensing, only open source.
