Link Building Needed ASAP

I am looking for someone to provide me with link building for a client of mine. They are a bankruptcy law firm. This project is for a minimum of 200 links per month for 3 months. 1. Must be relevant to my client's website 2. Must be on PR2+ pages 3. Must be permanent one way links. 4. Must be quality links (no directories, link farms, FFA, blogs, guest books, web rings, places like linkvault, DP Coop, linkmarket, gotlinks, etc. or any other garbage) 5. Must be US/English Speaking only websites 6. Must use anchored text and descriptions provided 7. Must give weekly reports on Project Status 8. No automated submissions, must be manually submitted 9. No blacklisted or Spam sites 10. No dynamically generated links 11. No more than one link on same IP 12. Multiple links from the same class C of IP addresses not acceptabe No more than 30 out going links on the page where link will appear 13. All the links must be Search Engine friendly (i.e. no-follows, java redirects, etc.) 14. All White hat techniques only Upon completion I want an excel page with the page location for each link. - I have the option to disapprove links that are unacceptable. - Payment will be made upon completion Project is also posted in other boards/forums (person/company selected may not come from this board).
