a software to control how to use the net

Hi I would like to have a software that will force the computer to go to the net only through a certain router that has a filter on it, by constantly checking if the router is there otherwise it will lock down the internet. and it should work with all windows OS. it should be password protected to not be able to uninstall, or kill the process in task manager.
