I need to analyze the pdf first, to understand the kind of information you are looking for, and the method to gathered it (regex or space detection.. this is because the pdf use boxes with a x,y 2d space positioning for texts). and after that understand the transformation that the data need (if it is needed) and the output format. having that I could have an idea of the scope of the project and the duration. I have worked in similar projects.. using Python 3, and some extra modules from pypi.
