Write some Software in Java or C# for Scanners (Kodak and others)

I need a java or C# software that can / Auto save the IMGS scanned into a folder in my local server where from it I can Treat IMG Quality and Resolution, than it will name the image automatic as my data base img sequence number, it need to show thumbnails of the imgs to check for quality, It need to show logs for total of scanned imgs number of imgs with problems and user that scanned the img, I also need to lette me add the DB details, and the directory to grbbe the imgs number to be imported So ti will import automatic like this/ I will ender the db details, directory and fields names one the program and it will grabe the img name and import into the db, once it is imported I will need to be able to see the img by using a serach to view it from the server directory I will provide more details but for now its is what I need so you can quote me it need to interact with most Kodak, Canon and or main scanners ( I will provide a list of than ) I need it in C# or in Java so it can interact with my Data base and the scanner I can Pay from $250 - $450 Base on quality and performance of the software ( it will run locally a Cloud Version my be need if it work fine ).
