Webform to fetch data from Excel and creating a downloadable PDF

Hi I am looking to create a webform (e.g. in wordpress) that can fetch data from an excel file which is saved in a secure server. Here are the steps: 1) The web form intakes user Policy Number and Email Address. 2) The webform then connects to excel and finds the Policy Number if that exists in the excel file. 3) If the policy number exists, the webform checks if the email address matches with user input. 4) If Policy Number and email both mismatch with the excel, then return error message. 5) If Policy Number and email both match, then fetch related information from the excel file and populate a downloadable PDF. 6) The excel file will be refreshed daily 7) Need to keep track of how many users have used the form and what have they entered, correct/incorrect. The sample file is attached. The actual file is similar but not the same. Once you have figured out how excel can be used in this project, we can proceed with the real excel file.
