Small Mod For PHPizabi Script

Please review the basic nature of the Phpizabi script by downloading it at phpizabi.com. Currently I have the Module that allows users to search for other users by their first name but I have it altered so they search for License plate numbers instead. I would like to have a mod/hack created that will make the script create a new account for any license plate that is searched for assuming there is not already an account for this plate. The reason for this account being created is so that the person who searched for this plate has a page to comment. Upon Registration of the License Plate owner (if they ever do register), the User will have to submit a picture with themselves in front of their License plate for Verification. You will be able to view the actual site after acceptance of bid.
