The interactive checklist is just a blog post with a floating table of contents. Each section of the table of contents links to that section in the blog post. Each section in the blog post has the options: Get Help (just open a contact form), Notes (enter some simple notes on that section), Mark Complete (mark that section complete), Save For Later (mark that section to come back to later).
So you're creating a wordpress template, using html, css, javascript for the front-end, and php and mysql for connecting to the backend.
