Build me a website

I would like to have an online website built as a forum of people having a common interest or hobby. There will be only one group. I want to do this for a specific hobby. I will share more details once the work is awarded. The website itself is expected to be very simple and basic. The following known pages are expected for the website. We may need to add a few intermediate or small pages as necessary. 1) Home Page: Simple page with only two options: a. Log-in button for existing members b. "New Registration" button for a new member registration 2) Simple "About us" page 3) Simple "Contact us" page 4) Welcome member page [post log in ] Following are some feature details required to be developed as phase - I: 1) All features available after successful log-on 2) Member Registration [Requires existing member reference. A manual email-based verification with the existing member to start with. Can be automated in the future] 3) Support three Member Roles 3.1) Super Admin (Can do everything. Limited to just me) 3.2) Group Admins (max 7) 3.3) members 4) Member Blog post, upload pictures 6) Allow members to comment on Blogs 7) Upcoming and past Events scrolling list 8) Event details including a video recording of a past event 9) "Post an idea", and "Call to volunteers" Blogs [similar to a normal blog, Just need to capture the details differently and present differently to stand out] 14) Email notification on blog comments The following items can be pushed for future development [not included in the current scope of the project] 5) Group admin blog review and approval 10) online payments 11) offline Message to group admins 12) Ban a member. Similar to a blog, but limited to only group admins to comment NOTE: I would like the development done over private github space. I will provide access to github repository. The budget is constrained to 15K and the Website Launch date is 23rd Dec. I need the development completed in all respect by 15th December. This likely is going to expand significantly in the future. So the developer can expect a long-term/ongoing work contract.
