Build a full Website using a Wordpress template and support go live

I need an easy to work with, efficient and experienced WordPress website developer/ designer (with the additional coding skills to change and adapt the website as required) to turn a small business WordPress fully responsive template into a slick and polished and fully functioning website. I will need the designer to pre fill all parts of the website with \'random sample content\' so that the website is fully function and I can go through and replace the sample content with my actual content via the website CMS as it is produced.
