Make web template from JPG files

Hi everyone, This project is for a Medical Service company. I need to that attached pictures to be converted to HTML files and CSS so that it can be used as web template for the programmer. I need the template to be exactly as what is shown in the pictures. The menus are linkable and some of the menus contain submenus and some submenues may also contain submenu see ([login to view URL]) to see how it will look like. Aslo note there is a taped menu in the middle called "Check Also" as seen on the pictures.
