Joomla 1.5 Template for a Financial Portal

Hi all, I am looking for a CSS whiz to design a Joomla 1.5 template for a financial portal. The template should be a table-less CSS design and compatible across IE7, Safari, and Firefox. Ideally I hope someone could re-create the template design at www.time.com. I pretty much like the look & feel of the website. These are the must-haves in the template design:- Header, tab menu, body divided into two columns which are separated by a vertical 1-pixel rule, and a footer. The right column of the body will be filled with Joomla modules. The modules will be separated by a horizontal 1-pixel rule. (Please refer to [login to view URL]). Please also include other available layout positions (e.g. User1, User2, etc) in the design. I prefer web 2.0 color themes. In addition to the layout design, each HTML tag should be decorated with default values ([login to view URL]). Please show me your portfolio in your bid.
