Wordprees game needed really URGENT

Please do not bid over the budget set by the vendor your bid will simply be removed. I had to relist this AGAIN due to a time waster. Time wasters will be reported. There is no point biding above the budget you will not get the work. This project I need a wordress plugin that will let a user come to a site we are working on. The user will go to a page with a google map and place a pin on the map using their email address and paying a fee set by the admin to play. So say the admin sets €1.00 per pin or 3 pins for 2.50 then thats what the user can play and no more unless they pay again. All amounts must be able to be changed. They user will move the pin to were they think the item has been placed by the admin a box pops up for users to enter an email to register and pay a fee via paypal to have the pin registered. If they already played then an enter your email to play again option. Again they will have to pay to play. The pins palced by users will not be left on the map for others to see its the admin when he/she logs in will see pins or a list of pins near to the one he / she placed on the map. ones not near this pin will not be listed. The owner of the site is to place a box with a prize token. The user that gets nearst to this will be clicked on by the admin and an email sent to them with details of a number to call ( standard rate line not premium number) to claim the prize. The user to place their pin the neaest within 5 feet will win. The plugin will list only those within ten feet of the pin placed by the admin and a list of people within 5 feet of were the admin placed the pin will be displayed to only the admin when they login. The admin will set the location which can not be seen by anyone bar the admin the admin will award the prize to who ever gets the closest. the admin will set the locaton pin country using drag and save. Thisd is urgent so fast work and testing is required. please re-read the first line. loads always bid over the budget so if you do your bid will be removed.
