Multilingual Wordpress Theme PSD to XHTML

I’m having a Wordpress project with the following requirements: 1- Multilingual theme (Arabic + English) 2- Theme switcher with 4 different themes 3- Video, Audio and poem gallery are also needed to be integrated 4- Social network integration (Facebook, twitter , RSS… etc) The PSD of the site is already designed. The slicing and programming is required. Coding has to according to XHTMl and CSS standard. We need this project to be done in no time, so please revert back to us with time frame and cost. Communication if very important for that we want the developer to be continuously online. Any delay will result in cancellation and appointing someone else to the project.
