I've started a plugin but will not be able to finish it. Basically I started with this and made some modifications: [login to view URL] The plugin allows logged in users to submit an image from the front end and choose a category for that image. Once a user uploads an image it awaits approval from an admin and is shown below the "upload image" form. What I need is for the plugin to only allow a user to submit ONE image per category. I also need to make sure the upload feature works for mobile devices if it's possible - so far I am able to select a photo from my iPhone, but the upload doesn't seem to complete. I also need to have the plugin be able to not allow any more user uploads on a set date. Currently this plugin doesn't not have options panel, but that last option may need to have one created for it. I can send the current plugin files for review tomorrow.

I am an experienced WordPress and PHP developer and can complete this project for you on time and on budget. My proposal for allowing a user to submit only one image per category would be to add an extra table to your database which tracks which categories a user has submitted images to, then on the front-end modify the plugin to prevent them from submitting to that category again. My proposal for restricting by date/time would also be the same. I would create an admin panel within which you could change these settings as required.
