Create a wordpress template (simple but professionnal and clean)

I have made a template with paint and I would some one capable of making it much more professional and cleaner into a wordpress template. I only made the paint exemple to show what I want ( the positioning of my template ) but it doesn't look professional at all. The niche I am making my website need to be really really clean and professional. What I want is really really simple. All the pages look the same some I just need 1 page template. In resume I want is a clean professional looking top bar ( where I put my titles(sections) ). The name of my website at the top made professionally since I have no logo ( I am open to logos if you are good at it but I am not sure that is what I want it would have to look really good ) The title of the page at the top set up in a way that it look clean and professional because now it is ugly, Also I want the right side bar to be static(fixed) and I want to it be like on the picture I attached at like 1/4 of the page since my top bar takes all the page. I am open to suggestions but I like simplicity and that is my goal making something simple but that look professional and clean. I am only interested in a fixed price since what I want is really simple and clear. Thank you
