Reputation notifications in vBulletin 4

I need for a Notification to be sent to a user when someone leaves them positive or negative reputation on a vBulletin forum. ## Deliverables When a user leaves reputation for another user on the site for a post, I would like for a Notification to be sent to the user that received the reputation. It should how the number of reputations that has been left for the person as well as link them to the Reputation Tab on their User Profile page. It should use the same styles and settings that vBulletin uses so that it appears correctly (color wise mostly) for each vBulletin Style on the site.
