website design: PHP/MYSQL profile and networking script

this project is a website design. the site let's users post their profile. and each member will have their own forum and gallery. I already made the dummy pages, so all I need is a programmer to just code the PHP code into the template pages. I won't pay more than $500. So $500 is the budget. here are the pages. 1. index page, the main landing page. shows 6 profiles. (see image) 2. acp - admin page: set page colors, and set questions like "my hobbies include" 3. acp users - shows users, join date, total forum posts, total photos in gallery, username, location, plus their profile photo 4. forum page - shows forum, list category with forums in that category. plus stats at bottom such as total forum posts. 5. gallery - basic galllery page, has albums (which is created in the ucp) 6. search page - text field to enter member's name and submit button 7. profile page - shows a member with their photo, join date, total posts, total gallery photos, female or male, plus the questions they wrote in their ucp 8. registration and login - pretty obvious. registration is sent to user's email to activate. they click a link 9. user control panel has setting for: .....gallery: they set who can view their gallery, who can upload to their gallery ..... friends list, show their friends, and field to add friends ..... forum setting, has setting who can view their forum, who can post, create a category, create a forum to attach to the category, plus a upload field for background image of the category row. ..... security setting, 2 setting for private or public ..... main ucp page, so they can change their email, password, location ..... layout (style) setting, they choose what color background they can have for their profile, a field to upload a background image, link color setting, font color setting, and a table color row setting. also, a simple UI for them to send messages to their friends. I also need a footer / header file so I can edit links. see some of the attachments. Once again, I will pay only $500 for this project (PAYMENT MADE AFTER PROJECT COMPLETES AND WORKS 100% BUGFREE). I'd like to keep in touch with yahoo messenger or google talk. need a test server set up so I can see progress.
