decrypt 1 file

I have one file I will need decrypted. I am not sure what they used to decrypt is. So hopefully you can help me. I realize the lowest I can make a bid is $30 and it is not worth $30 for 1 file. I may have more, but I am not sure yet. If I have more, then $30 is good, otherwise I will only pay like $10 if that is ok. If you think you can decrypt this one file, please let me know.
