Write an app to help record checks on tyre rims - repost

We require a software package to assist with our contract for checking tyre rims for defects and wear. A series of checks are done on each rim and this data needs to be recorded in an app on a Windows tablet PC and then transmitted in an encrypted form to a central database located at another location. The database must have a web portal where admin users can manage the data and generate reports. More detail is in the attached project brief.
