windows vista / 7 / xp

PLEASE NOTE BEFORE YOU BID NO HIGH MILESTONES. DO NOT BID OVER THE BUDGET I SIMPLY WILL NOT LOOK AT YOUR BID. Hi I need a windows desktop app built that will run on windows xp / 7 / vista. The app has to connect to an online database. I need to be able to print members cards back and front . The back of the card will be image based so i need the ability to modifi this by using a button maybe saying back of card i click it and select image and it loads. must be able to use all image formats. The front on the card will look like the image attached and i must be able to modif the image there as well as sometimes the background may have a nice picture. I need to be able to drag and drop and place only the details i want on the card from a list related to the mysql database to where i want and safe layouts. Each user has a photo and QRcode like you see in the attached file it holds the details you see on front of card plus the users web addres. All the detalis are stored in the database so when i run the software it atomatically downloads all the images and details needed to create the cards in pdf format. I need the programe to base the QRcode on the elements draged to the card. All must be resizable and fonts able to be modified colour, size and type. so if i add dob the QRcode will be created. There also must be a button to create an A3 pdf file that will create a PDF for me to send to the printer each A3 will hold 21 front and the next page 21 backs. If there are 42 members i get 4 pages and so on. each users qrcode must match theire details. After I click create pdf only members that have not been put to pdf will be created. Ones already done will show in a side box from where I can reprint by ticking a box to add to pdf. All code must be provided for later work this is for my own use not resell. Details of development package used as well must be provided. Note we want to test this as its developed so if your worried set a limit of days to use or time to run before it closes. This will not be in the paid full version to me.
