Need .Net programmer to create web-based Admin panel and interface

This .Net programming job has four parts. Background: we have an application that creates mp3 files on a daily basis in a folder on our server, in the form [login to view URL] We use a Windows 2008 server (x64) and IIS hosting (SQL). We want to allow users to listen to the mp3 audio file and enter a transcription in a text box. Your task is to: 1. Make a webpage with a text field and mp3 player that posts to a DB 2. Every time a new directory is created, we want to be able to send a user to [login to view URL], which will play 645 and will also allow the user to enter and save text to the database on Filename=645, text=XXXX 3. Include any new daily links in an email already being sent once a day by another application on the server. 4. Create admin panel where we can play the relevant sound file ourselves, see posted text (transcriptions) for the sound file, and, with 2 buttons - Accept or deny. Mark the status of each file as "unchecked (yellow), accepted (green), or denied (red)". The admin panel should allow us to edit and save the modified text to the database, independent of whether the file is marked accepted or denied. If the submitted text is denied in the admin interface, the system should allow a user to resubmit a new text for the same file to the database, but only in the case that the original submission was denied. Your code for this project must be documented for future reference.
