159826 admin/search engine submitter

I am looking for the following help: I need help building a back end of my website. This back end needs to have a members section where I can add/delete/edit any users account. A member can sign up for a membership and the payment goes to my paypal account. Once they are a member then they will be able to use a program that will create key words for them so they can put on their website. once they are done doing the key words for the search engines then I need a quick and easy way for them to be able to submit that website to all the major search engines. I will make the website and add everything I need to the site, I just need the admin section done and a way for them to do the keywords/submit to search engines. I will have ebooks for sale on the site and I might need help with the shopping cart....not sure yet. Your bid will be for the above. Thanks, MIke
