Looking for an proficient programmer

I am looking for an individual programmer that is proficient in Ajax, Javascript, PHP, Perl/CGI, etc... Voice communication between myself and the programmer is a must and ussually on daily basis through skype. The programmer must be fluent in english. There will be a skype interview before the final provider is choosen. This job will be based on by the hour. Most weeks I will need 20-30 hours of work on average. Some weeks more some less. Please indicate what your hourly rates are. Money will be held in escrow until the end of the week, were you will submit a time sheet and a list of completed tasks. Please submit code examples, working web programs, and anything else that will make you stand out from the rest. I do NOT want to see reused opensource programs. (other then wysiwyg editors) All code done will be custom code with few exception. This is an ongoing HOURLY based job. Please provide me with your HOURLY rate.
