Dedicate Email Server with rotating IP Proxies

I need someone who can help me setup a Dedicate Email server that will allow me to send approximately 100,000 emails per day. The server will be linux based with Cpanel, and the email software can be any software like mailing List Manager Pro, or Interspire...etc. The software needs to be able to have groups and be able to handle a mailing list of about 3 million email address. The software will need to have tracking ability so that I can track the number of emails opens, and what link were clicked. The software will also need to be able to process bounced email and remove them from the list, so the list will be a clean list with less than 3% bounce rate. The software will also need to be able to continue sending email even when the client's web browser is closed and has the ability to schedule campaign. I need to server to rotate ip every minutes or 2 and use socks4/5 proxies so it will not be blacklisted and the emails will have a more than 80% deliver rate to their inbox.
