Database driven website

I have an existing csv file that I wish to turn into a database driven website. I have a basic html webpage template that I'd like to use, but will need you to adapt it for use with this database. Total records are over 2 million (single column/field), split between several files. Ideally I'd like the site to contain all records, but I'm happy to have several smaller sites instead of one huge one. Database is currently in txt/csv format and contains one column of data. The complete file will only be passed over to the winning bidder. Also, anyone with any knowledge of using 'Spun' content and how it might be possible to use spinnable content in this project would be more likely to be awarded the project. Please quote for; - Converting and integrating csv/text file for use as database. - Adapting website template for use with the db. - Full setup/installation and testing on my existing domain and hosting (I currently rent a range of linux VPS and dedicated servers).
