server side form filler with editable database

I am in need of a script that can fill in forms on websites that are added to a personal database. The configuration of the forms must be adjustable per website. So parameters can be tagged to form fields per website. More websites can be added later to the database and the way the script has to fill in the forms from this website must be easy to configure by user. When running the script a list of used parameters as well as the location of the file that might be needed for upload ( can be online file or local file)have to be filled in only one time and when running the script will fill in the forms on the websites in the database. It must be possible to add new parameters later. This must be possible by gui and not in code. It has to be a server site script that can run on Linux servers and can be used through any browser.
