Create a PHP script for editing a web site's text files (HTML, CSS, PHP)

I need a PHP script created that lets you edit a website's text files (HTML, CSS, PHP, etc). How this would work, is when you install for the first time on a web server, you would make a username and password, put in ftp details for the site you want to edit, and then finish. When you are done that, you can log in with the username and password you made, and then you are in the editor. In the editor, there should be a drop down box for selecting the file you want to edit. Once you select the file, you can edit it in the editor. There should be undo and redo buttons and a save button. Also, there should be a create button and you should be able to create and name new text files (html, php, CSS, etc). The design must be very flat and minimal. It also must be responsive and work on mobile devices. Please include the word 'fiddlesticks' in your bid so I know you read and understood this. My budget is $45, so make your bid that or lower.
