Web Page Help

MYSQL is set up. Need a submission page, 18 categories page, display the pages page, new articles (last 50 data entered) page. I had all this working at one time but something happened in the process. Not sure what. The website is [login to view URL] for the articles posted in the Database. I need articles from the DB displayed. I also need a submit page so that I can have them go to the write categories. The categories are: Arts &humanities, beauty, business, computers, creative writing, entertainment, fitness, food and drink,gardening, health, hobbies, home, jobs, relationships, religion & spirituality, sciences, society, sports, , travel I want to users to be able to submit article to category and it automatically post. I want articles sorted by category and pen name. Would be nice to have the last 50 displayed as well at the bottom of the category links page. Format is: Pen Name, Article Title, by (their http:// address sending people to), article (with google ad in the middle), bio information at the bottom What is the minimum you would charge? How soon would I be up and running again? What is a sample site that you have done? I am on a very tight budget. For someone that knows what they're doing this shouldn't take more than 2 hours tops. All the files I have are attached. I also need a page to have people subscribe to a newsletter.
