I need someone to come in a save this site. I've been working with a developer who I've paid good money to date and he has not delivered what I requested in a few months.

The layouts for each page were created in Photoshop and offered as psd files. Most of my layouts were not used as he chose one to use and repeated it for additional pages. This is unacceptable as each page was designed with the product or capability in mind.
Also, there are supposed to be two databases, alloy and lead-free, of which he only created one. I was also just told that he created an Access database rather than a MySql database which I requested. I don't know if it's crucial to make this change, but I've heard that MySql databases are much more efficient. I will leave that to your expertise.
Lastly, I need the navigation and sub-navigation to be in text and in a single file so that sections can be edited or deleted without too much trouble and without having to change every page.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
