develop a php website

I have the psd's for a website however i need it to be converted to html and then using phy - mysql etc to add the functionality. The website is really simple. On the home page it displays 8 images, these images are of missing people. Family members of people missing have uploaded pictures of their sons, daughters etc. The page displays 8 images on the home page, however these images should keep changing. The user also should have the option to click " view more"to view more images. When you hover over an image it display the name of the person and some text that the persons family has wriiten, if you want to view the image, you have to click on it. Clicking on this image takes you to another pages, where you can view his information ( information written by his family, when they registered him as missing). under this information there is a form, so if you view this image and know where this person is you can fill them form. This form is then sent to person who registered this person as missing. So it has two registration systems one for the site, and the second one to register a missing person. I should be able to delete an image from the site, if for example someone tells me that someone has used their image on the site as a joke " i should be able to type their name in the backend and delete the image and their account. no more than 50 dollars
