Software bidding site - cancelled

I would like a system building for my site [[login to view URL]][1] whereby I can accept projects on behalf of clients and have a select group of coders see the projects and bid on them. Key points would include. Signup process for coders and clients. Admin Approval process for coders. Coders can view all unassigned bids. I would like two levels of bidding - assigned by admin. 1. Clients can be set to see bidding process and can then choose the winning coder - similar to RAC - 2. Bidding process is hidden from client and admin chooses winning coder. In case 1 client pays bid amount - admin gets percentage just as RAC works. In case 2 Admin assigns winning coder - and sets the amount the client is to pay - coder doesn't see this and admin pays coder the bid amount. Coders can post comments on bids that are hidden from client. Admin can post comments hidden from client. Admin can see all coder comments and coders can only see their comments and admin comments in reply to them. Payment process needs to be built in - Payment options will be Paypal or Credit Card. Email alerts need to be built in. Database/SQL must work with both MS Access and SQL Server The deadline is to be negotiated - but must be adhered to. I am sure a more detailed spec needs to worked out prior to bidding. Buyer will receive exclusive and complete copyrights to all work purchased.
