Vbulletin search and posting mod + template modification

I need the following Vbulletin mod as well as any template modifications for it to work. Please see image attached. This is what the front page will roughly looks like. I will give you the logo and footer links to use later. - Search will have a drop down menu with country flags and area codes next to it just like Skype has. - User will have to pick a country from the drop down menu for search to work. - Search will only work with numbers. - If user does not pick country or does not enter a number error message will appear. - When user picks a country (For example US) and searches for a number, only US forum will searched. - If the number already exists in the thread title user will be redirected to that thread. - If the thread with such number does not already exist in the forum it will be created in appropriate country forum with the following name "Who is calling me from -number that was searched for- ?" and main message that will contain some text I will give you later as well as the same number user has searched for. User will then be redirected to that newly created thread. - At the bottom of the main page there will be last searched for numbers linked to their threads. - There will be a separate forum category for every country. Here is an example so that you could understand better. User goes to the site and enters a number they want to search for. They also pick a country. Let's say Germany. When user clicks search 2 things can happen. If there is already a thread in German category which contains this number user is redirected to it. If there is no thread in German forum category containing this number in the title a new thread will be created and user will be redirected to it. This is all that needs to be done. The rest of the forum functionality will remain the same.
