Testing site in Perl

I am looking for realy experienced Perl coder that start work on this bid. All bid details are in the attachment. I wish note that this is 1st part of larger bid only. This bid will have 3 points: 1. login system (this bid) 2. whole testing site creation 3. rechecking of all I have not large finances but I prefer work with same coders on long term base, what mean I give multiple bids/jobs to same coder and it can be good on long term base.. I am older buyer on Scriptlance and Rentacoder and I am looking for realy enough good coder with enough free time in own life Note: Testing Service Site/part 1 is 1st bid for login system creation only. Other 2 steps till end of bid will be NEW bids for enough good coder. - If you have some past work or something what faster can describe your quality send this to me. - Use message board for communication, pls. don't post bid only without communication on message board - I prefer work with East Europe, Russia or India because not so high finances
