This will not only help you reduce your overall cost but will also give you an always on infra structure which will form out new Tomcat servers if one server dies. 2. The best way of doing what you require is to use SSH tunneling and connecting to your RDS instances through one of your ec2 instance. Will explain you in detail on messenger if you want 3.
