I think your biggest issue will be IP mail sever reputation. Do you have access to create PTR for each IP address. How will throttle your emails most large providers will start rejecting you after teh first 100 or so messages. You need someone that understands bulk mail and how to manage your IP reputations to keep your mail from bouncing and to keep it out of the spam box of service like Yahoo, and others. ANyone can setup the server to relay mail however you need someone that understands mail server reputations and DNS from a PTR and how services view your reputation fo your mail servers. I can help you with this.
