Create a Laravel and VueJS based app for Surveys

I want help from a technical person well versed in both Laravel and VueJS to create lightweight, fast and efficient web-app to conduct surveys. The app will have an Admin interface and a Survey Responder interface. All the screen designes and logic will be provided by me along with the DB design. The person is supposed to CODE and TEST the functionalities as explained. Its a small project needing 30-40 hours of work by an expert. The requirement is very urgent. Therefore please bid only if you satisfy all the 3 conditions below: 1. You must be a real expert in VueJS and Laravel both. 2. You must have at least 30 hours of free time in the next 1 week. 3. You must be comfortable working in distant mode with code-sharing using GIT repositories (I will set up the project and share the git repository link).
