Need someone who can write Code for displaying a 2-D chart on Webpage and convert it dynamically into a 3-D Waterfall chart

Hi, I need someone who is good in writing codes for Web page. I need to display a chart containing multiple outputs in a 2-D format with capability of on-demand change into a 3-D Waterfall Chart. Applying person should be excellent in computer programming and should have a good grip on Python, or ASP.Net MVC, or Javascript etc.
