HTML5, CSS3 Website template

I have a simple website that I need made or rather assembled. I have created the entire site (see attached PDF) as a PDF (and Illustrator vectors) of exactly what I want it to look like. I've attached both a PDF version and Browser shots of exactly how the site should look when loaded in a browser. **I need the site to look and function EXACTLY like the PDF image with no changes whatsoever** I will provide all the assets & artwork you see in the PDF and I need the website created using HTML, CSS, Java, etc and to be up to current web standard compliant, WC3 validated etc. This website is for my own personal portfolio. I need the site FULLY functioning and the (HTML & CSS) code given to me so I can add, edit and upload my own content to it for each project section and make any changes as and when required ie) navigation menu changes, adding additional content, pictures etc. I would also require that you upload the site to a temporary domain that you use/own so I can see and test it out before final payment is made. I am a graphic designer and freelancer and am very familiar with css, html etc and so will edit the site as and when I need to after you have completed it and upload all my own additional artwork. All links, vertical and horizontal navigation bars, main image slider, project image thumbnail links, social media links etc need to be fully functional. It also needs to be cross platform and browser compatible (FF, IE, Safari & Chrome). Top Nav: Top navigation bar will link to the portfolio section and then scroll down to the "communication", "about me" and "contact sections" respectively, bringing each to the top of the main page. Side Nav: The mail page will always load with the current project (as shown in the PDF) The smaller thumbnails below, will scroll thru images of that project. Each project link will load that project and all the associated thumbnails. The social media links will link to the external websites for each.
