HTML / CSS / Javascript Dropdown Lists

I require a basic HTML / CSS / Javascript code to make dropdown lists which appear when you click on the title - much like the ones on [login to view URL] or [login to view URL] - attached is a screenshot of a typical click on drop down list. The dropdown list must be very robust, work 100% of the time and fully cross platform compliant. In addition to the dropdown list appearing there should also be a "tick" icon displaying next to the selected item on the dropdown list. This "tick" must also work with cookies as the cookie will remember the setting, so returning to the website will show the tick on the setting stored from the cookie. See the URL below where the cookie functionality works - there is a "Language" dropdown list on the top right where the default value is "English" - but when you change the language and return to the website the setting stored in the cookie is displayed.
