My suggestion is to use WordPress as the content management system. This would allow you to change the site's style easily at any time and control everything remotely in the background. However, your brief is very short on details, so it is difficult to know how long it would take to create your site. Do you have the content of the static pages already? Have you thought about how you want the properties listed? I would be happy to help you with this project.
