Build website with web applications

Web page contains a menue with many items, example: Cooks Saloon and spa Clothes Health 1. Two types of accounts can register( user & viewer) 2. User will be able to upload images and content, and he will have a profile and indivisual page. Viewer: only post a comments under users images. 3. The users can make a sync images between his page in my website and his own instagram account, and have an option that call it auto syncing. auto sync from instagram which means if he add a pic in his instagram account , this pic will auto upload in his page in my web page , another option he can choose manually which pic he wants to upload from his instagram account 4. Search bar. 5. All users will be able to send comments. 6. Admin will have the right to suspend user accounts. 6. Multilingual platform will be there.( two languages) 7. Convert the web page to web application for IOS and Android( app store, android store) 8. U should provide me the source code. 9. One control panel for both of android and IOS.
